“Do not depend on the current power-share [government]. This power-sharing is not venerable, not based on God’s will and people’s vote and not in accordance to the Constitution,” Hekmatyar said during a gathering of thousands of his supporters in Ghazi Stadium in Kabul on Friday.

“This coalition [government] is formed by John Kerry,” Hekmatyar noted.

The government leaders including President Ashraf Ghani have repeatedly described that there are no good and bad Taliban; however, Hekmatyar said that these are the “slogans” for continuation of the ongoing war.

 “Those who say that  there are no good and bad Taliban and all of them are bad, I call on them that these are the slogans for continuation of war and are slogans against peace,” Hekmatyar noted.

The Hezb-e-Islami leader further said that between the Taliban and Jamiat-e-Islami party he prefers those who are keen to join peace process.

“We call Jamiat-e-Islami as brothers and we also invite Taliban for brotherhood, and in our opinion between two person, the better and suitable for brotherhood is the one who wants peace and the end of war.”

Hekmatyar once again called on the anti-government groups including Taliban to quit insurgency and join the peace process.

He was appeared among his supporters for the first time after over 20 years in Laghman province last week.

He arrived in Kabul on Thursday with convoys carrying dozens of armed men; thereafter, he was welcomed by the government officials at the Presidential Palace, where he pointed out about a number of issues including the structure of the government as he called one of the leaders should resign.

It was scheduled that 69 prisoners of Hezb-e Islami should have been released but the process delayed due to issues arose between the government and the party.

The Hezb-e Islami party says the remaining prisoners including the 13 inmates will be released in the near future.

Hezb-e Islami cultural head, Qaribul Rahman Saeed said, “There is no problem and the 13 inmates will be released based on the agreement of the government.”

The main reason for delaying the release of 13 prisoners was the prevention of Human Rights Commission.

Spokesman of Human Rights Commission, Belal Sidiqi said, “The exemption culture should be eliminated and any inmates jailed for violation of human rights law.”

This comes as sources close to Hezb-e Islami party say, Gulbuddin Hekmatyar will hold funeral ceremony for Ahmad Shah Masoud, Rabani and Mazari to act as national unity.

Afghanistan has signed a peace agreement with Hezb-i-Islami, paving the way for the armed group’s commander, Gulbuddin Hekmatyar, to make a political comeback despite allegations of war crimes during the 1990s.

The prisoners will be freed from Bagram and Pul-e-Charkhi prisoners, following President Ashraf Ghani’s order.

Last Friday, around 70 prisoners of HIA was expected to be released but it was postponed.

A senior member of HIA, Allah Gul Mujahid said: “The release of prisoners was postponed due to vacation and tomorrow around 60 to 120 people including commanders and the head of groups will be freed.”

Hekmatyar has said he will not come to Kabul until their prisoners not freed.

The head of Joint Executive Commission for implementation of the Peace Agreement between government and HIA, Akram Khpalwak said: “We are committed to implementing each article of the agreement with Hezb-e-Islami and we are doing it.”

This comes as the release of HIA prisoners has followed concerns of Human rights commissions.

C-kY9bKUAAAFdDUHezb-i-Islami leader, Gulbuddin Hekmatyar says Taliban armed group’s fight against the government has no legitimacy and it has no outcomes except murder and destruction.

Speaking at a gathering in eastern Laghman province on Saturday, Hekmatyar called on the Taliban to stop “illegitimate” and “un-Islamic” fight and respect peace.

“My message to the Taliban is to stop the fight which has nothing except destruction and killing of people. Their [the Taliban] fight has no legitimacy, they must put up their hands to build the country and should seek their goals through peace.”

On his part, former governor of Noristan province said Hekmatyar is an influential figure and can play a significant role in solving the ongoing problems in the country.

“The return of Hekmatyar has a positive impact and can be a message for those of jos supporters who are battling within the Taliban and other groups to put down their arms and join peace process,” said former governor of Noristan, Jamaluddin Bader.

Afghan political analyst, Esmatullah Qani said Hekmatyar can have an effective role to change the ongoing situation in the country and can convince other groups to end fighting.

Currently, there are about 20 insurgent groups that fighting against the government in Afghanistan, now with joining of Hezb-e-Islami group (HIG) the level of conflict and violence is expected to be decreased in the country.

It includes about 70 prisoners most of them have been arrested on the battlefield and found guilty, following three-round of court rulings.

HIA spokesman, Karim Amin said: “Without any unexpected incident, 65 to 70 prisoners in first round will be freed on Friday that includes those who went through three round of court rulings.”

The release of prisoners come as part of the agreement between HIA and the government in September last year that also paving the way for the group’s leader Gulbuddin Hekmatyar to return to Kabul after years in hiding.

Sources close to HIA said Hekmatyar will be appeared on Sunday, April 30.

However, Amin said: ” Only a few days due for the leader [Hekmatyar] to come and based on our estimation there are 2,000 people [HIA fighters] on average in each five provinces that most of them have been arrested on the battlefield.”

HIA has thousands of armed people with military equipment that might come along Hekmatyar to Kabul next week and it seriously concerns Kabul residents.

Who would lead HIA when Hekmatyar comes to Kabul?

The Hezb-e-Islami members loyal to Gulbuddin Hekmatyar say the party’s all rights and privileges would be given to Hekmatyar, though HIA has been registered under the name of Abdul Hadi Arghandiwal, one of the senior member of the party.

The party has several factions; but, a figure close to Hekmatyar says that HIA has only one leadership.

“Everybody knows that Hezb-i-Islami has one leader and those who count themselves as leader would come under the leadership of Hekmatyar once he returns.”

Aman Riyazat, a spokesman for Justice Ministry; however, said: “Everyone has the right to register the party by his name. Details could be found on the Hezb-e-Islami website.”

A member of HIA told Ariana News that within six days Hekmatyar will come to Kabul.

“I think Hekmatyar will come to Kabul with about one million people around,” HIA member, Allah Gul Mujahid said. 

He is expected to deliver a speech to his hundreds of supporters in Ghazi stadium in Kabul, however, a number of Afghan parliament members expressed concerns in regard.

“Hekmatyar is someone who has destroyed schools and he even led the terrorists in most wars,” said MP Raihana Azad, “no one has the right to remove him from the blacklist.”

Earlier months ago, the United Nations removed Gulbuddin Hekmatyar from its list of designated terrorists following the peace agreement with the government in September last year.
