Procurement System ‘Delays’ Implementation of Energy, Water Projects

Afghan water and energy minister says that corruption in the procurement system has created obstacles for the ministry to implement it’s complicated projects on-time.

“Major corruption is taking place in the procurement sector,” said Ali Ahmad Osmai, the Minister of Water and Energy in an yearly procurement conference which was held on Tuesday in Kabul.

Osmani added that when there is a corruption issue, the project has faced with serious problems including failure and long delays in the implementation of the projects. The minister also criticized what he called abnormal procedures, complicated procurement laws and distribution of the ministry’s responsibilities to other institutions.

President Ashraf Ghani calls any criticism to the National Procurement Authority (NPA), which is responsible for transparency and accountability in all national contracts, as baseless.

“Why the procurement commission has raised a lot of complaints? Because, during the last two and half years it has prevented embezzlement of hundreds of millions of dollars,” the President said.
