Former head of NDS criticizes NDS_ISI accord
The former head of the National Directorate of Security (NDS), Amrullah Saleh stressed that Afghan people are said to consider the signing of the Memorandum of Understanding with Pakistan’s intelligence a one-sided deal.
Amrullah Saleh says signing of the intelligence accord with Pakistan is a major sin because Pakistan is also officially recognizes Taliban beside Afghanistan.
The National Directorate of Security (NDS) signed the MoU with Pakistan’s Inter-Services Intelligence (ISI). The accord would supposedly expand operational cooperation and information sharing between Afghanistan and Pakistan.
According to The former head NDS, signing the intelligence treaty is not a good option for providing peace and stability in Afghanistan and he believes Pakistan has been known as a constant source of terrorism and extremism in the region.
“By signing the agreement with Islamabad, President Ghani introduced Afghan people half-guilty to the world,” Saleh added.
Under the agreement, the two intelligence agencies would cooperate in counter-terrorism operations. An essential element of the accord is a provision for joint probe of the terrorism suspects. The ISI would also equip the NDS and train its personnel. The deal reflects growing cooperation between the two countries after years of mistrust. The bilateral acrimony was mostly due to a rivalry between the two intelligence agencies.
NDS has recommended the following steps in order to finalize the accord.
1: The frame, authorization and limits of the accord need to be specified by the President.
2: Specialists of the related government agencies (NDS, foreign ministry, national security advisor and chief executive officer’s office who are directly reporting to the president) review and draft the contents of this accord.
3: Discussion over the draft in a meeting of the National Security Council.
4: Consultative meeting with political and Jehadi leaders as well as the elected representatives of the nation in a national consensus.
5: Handing over its text of the accord to Pakistan.
Different reports were being published regarding the accord between the intelligence agencies of the two neighboring countries.
Several members of Parliament and political leaders have also criticized such an accord because of the bad image of Pakistan’s ISI in Afghanistan.
This comes as former head of NDS believes that Paksitan has never stood by its commitments and the country is always trying to weaken the Afghan government.

More needs to be done to boost local industry, says Kabir
The deputy prime minister for policy, Mawlavi Abdul Kabir, met with Nooruddin Azizi, Acting Minister of Commerce and Industry, at Sapidar Palace on Tuesday and discussed issues around the quality of domestic products and the need to grow and develop the industrial sector.
Azizi said that good trade relations with neighboring countries has resulted in stable prices of goods in the country.
He said the Ministry of Commerce and Industry works closely with the private sector. As a result, the private sector functions in a befitting manner and the Islamic Emirate has provided necessary facilities.
Azizi said that based on the Islamic Emirate’s good economic policies, there has been a significant development in the import/export sector in the country.
Kabir in turn voiced appreciation for efforts by the leadership of the Ministry of Commerce and Industry and said: “The unprecedented efforts of the IEA’s administrations and the stability of the Afghan currency caused the price of food ingredients to remain in the right state and our people also be able to buy essential materials.”
He emphasized the need to work for a balance in trade with neighboring countries, and said more efforts were needed to improve the quality of domestic products and to grow the sector.

Russia and Tajikistan hold joint military drills along Afghanistan border
Russia and Tajikistan conducted a joint four-day military exercise along the border with Afghanistan in order to be prepared for any “potential threats”, Tajik media reported this week.
Russian military personnel from the 201st military base in Tajikistan participated in this exercise. Reports stated military personnel practiced various combat tactics, especially tactics to counter terrorist groups that illegally enter Tajikistan.
This comes amid repeated concerns expressed by Afghanistan’s neighbors about what they claim are terrorist threats originating from Afghanistan.
The Islamic Emirate has not yet commented on the drills but has repeatedly denied the presence of terrorist groups in the country. The IEA has also continuously said no militant group will be allowed to threaten another country from Afghanistan.

The Media Violations Commission has ordered Noor and Barya TV channels to stop broadcasting and to appear in court, state-run Bakhtar News Agency reported on Tuesday.
