MP’s refused the summoned ministers’ explanation

The Wolesi Jirga (lower house of parliament) continues the series of summoning cabinet members who failed to spend at least 40% of their developmental budget.
The House of Representatives on Tuesday had summoned the Ministers of Agriculture, Information & Culture and Water & Energy to explain their failure of not spending their developmental budget and also had summoned the Finance Minister to brief about not transferring funds to the mentioned ministries.
The Minster of Information & Culture, Syed Makhdom Rahin, while briefing the House members, claimed that the Ministry has spent more than 40% of its development budget. But the Acting Minister of Water & Energy Muhammad Ismail while confirming the ministry failure said, “Insecurity and lack of the capabilities of the private companies were the cause of not spending the specified budget”.
Finally none of the summoned Ministers could satisfy the MP’s and the house asked these ministers for the written description.
Although the ministers were summoned most of the House members were absent which followed the strong criticisms of the summoned ministers.
The absentees of the MP’s have always been following criticisms and they have been repeatedly asked to be present but still the House seems almost empty.
